Probably won't help much, but she might be French Canadian. This is based on her looks, the Ontario plate in the first picture and that the fifth picture seems to be taken in Montreal (similar highrise buildings and traffic sign saying "excepté période interdite" which you would find there).

I can hardly believe it but I actually found the exact place she was standing when taking the fifth picture, it is indeed in Montreal, close to 750 Avenue du Président-Kennedy. I found it because the building behind her (AXA Center / Tour Intact) has a pretty distinct window pattern, also the left side pavement is a very good match.
